Abstract

This Order validates the Regulation on the Federal State Budgetary Scientific Institution "Federal Scientific Center of Agroecology, Integrated Land Reclamation and Protective Afforestation of the Russian Academy of Sciences" as protected natural area of federal significance, defines tasks, scientific profile, the particulars of legal status, organizational structure, applicable special protection regime as protected natural area of federal significance, including "Cluster Dendrological Park of the Pan-Russian scientific research institution of agroforestry" located in Volgograd region and "Kulundinsky arboretum" located in Altai region. Both dendrological (arboretum) parks shall have the status of protected areas of federal significance. The main purpose of the Arboretum Parks is introduction and acclimatization of woody plants, selection of an assortment for protective afforestation and gardening, diversity conservation and enrichment of flora, as well as carrying out fundamental scientific research and applied development in the field of bioecology of woody plants and forest nursery. The main tasks of the Arboretum Parks shall be as follows: (a) comprehensive study of the adaptive capabilities of trees and shrubs in the arid region in order to solve the problems of their rational use, enrichment of dendroflora of degraded areas and forest reclamation complexes; (b) development of theoretical foundations for the introduction and acclimatization of plants in the arid belt of Russia; (c) development of scientific foundations of decorative gardening and greenery; (d) development of theoretical foundations and methods of preservation, restoration and continuous use of the gene pool of woody plants for the formation of protective forest plantations of various target destinations; (e) development of methodological foundations for the selection of an adapted gene pool of economically valuable plants; (f) creation of special collections and expositions, experimental sites and plant nurseries; (g) creation of a seed fund, organization of exchange of seeds and planting material with specialized institutions from different geographic areas; (h) development of methods for protecting woody plants from pests and diseases; (i) development of methods for environmental education; (j) popularization and propaganda of bioecological knowledge; (k) preservation and enrichment of plant collections; (l) conducting educational, pedagogical and scientific and educational work in the field of dendrology, landscaping of settlements, protective afforestation; and (m) cooperation with specialized organizations on research issues related to plant resources.
