The Red Book shall be kept by the State Committee on Environmental Protection jointly with the Ministry of Agriculture and Food, the Federal Forest Service, the Academy of Science and regional executive bodies. Keeping the Red Book shall include: (a) data collection and processing; (b) monitoring; (c) recording (cancellation) of wild fauna and flora species; (c) publication; and (d) issuance of licences to hunt endangered and protected animals and harvest protected plants.
