Order No. 323/2017 laying down, for the mainland, detailed rules for the implementation of the supporting regime for the restructuring and conversion of vineyards (VITIS) for the period 2019-2023 provided for in Regulation (EC) No. 1308/2013 of European Parliament and of the Council of 17 December.

This Order enters into force on the day after its publication.
Abstract

This Order, consisting of 22 articles and five Annexes, establishes for the mainland, within the framework of the national programme, the rules for implementing the supporting regime for the restructuring and conversion of vineyards (VITIS) for the period 2019-2023 provided for in Regulation (EC) No. 1308 2013 of the European Parliament and of the Council of 17 December. The Institute of Vine and Wine, IP (IVV, IP) and the Institute of Financing of Agriculture and Fisheries, IP (IFAP, IP) establish the complementary norms, technical and specific, of application of this ordinance, which constitute a manual, published on the IVV, IP and IFAP, IP websites, at www.ivv.gov.pt and www.ifap.pt, respectively. The supporting regime provided for is implemented through the following specific measures: a) Installation of the vineyard, which consists of the following actions: (i) 'grubbing-up of the vineyard to be restructured', comprising the grubbing and removal operations of the vines and the support system; (ii) 'planting of the vine', which includes the preparation of the land, which may include altering the profile of the land, placing the vegetative material on the ground, whether ready grafts or grafts and grafting thereof, or forks and installation of the support system; (iii) 'Improvement of land infrastructure', which is eligible only when carried out cumulatively with the action 'Planting of vines'; b) Overexertion or re-exertion, which includes the actions relating to each of these operations.
