Abstract This Order, consisting of 20 articles and XII Annexes, establishes the Action Programme to avoid water pollution within vulnerable areas in Continental areas of Portugal. The objective of this Programme is to protect inland waters against pollution caused by nitrates from agricultural sources within the following Municipalities: a) Esposende - Vila do Conde; b) Estarreja - Murtosa; c) Litoral Centro; d) Tejo; e) Beja; f) Elvas; g) Estremoz -Cano; h) Faro; and i) Luz - Tavira.
