Abstract The Government may lay down rules on the issuance and maintenance of licenses based on fishing opportunities available. In coastal fishing, permission is given to individuals who already have exercised similar license the past year. The Government may also decide on the exclusion of commercial fishing and access to fishing of certain species. It can establish temporary changes in fishing regulations with regard to beginning and cessation of fishing activities.
