Abstract

The Minister, for the purpose of ensuring openness in the functioning of the system of environmental protection, the right of citizens to access to indispensable and trustworthy information as regards the state of environment and its protection, formation of the common policy in the field of spreading of ecological information, decrees to set up the Russian Ecological Federal Information Agency (REFIA) as a Federal State Department attached to the Ministry and to validate the Regulation on it. The document consists of IV Sections. Section 1 lays down the general provisions. Section 2 establishes the tasks of REFIA. Section 3 regards the sphere of competence and the modalities of functioning of REFIA. Section 4 establishes hierarchical structure of REFIA.
