Abstract The present Regulation provides for the implementation of the Mines and Minerals Act. The Regulation contains at the outset a definition clause relating to various terms employed therein, such as “bitumen”, “Board”, “continued lease”, “oil sands lease”, “oil sands product”, “permit”, “producing”, “upgrading”. Part 1 lays down provisions relating to oil sands agreement granting the exclusive right to drill for, win, work, recover and remove oil sands belonging to the Crown in accordance with the terms and conditions of the agreement.
