Abstract

Committee on Geology and Use of Subsoil and its territorial branches are entitled to issue licenses signed by authorized representatives of the aforesaid institution. Committee on Geology and Use of Subsoil and its territorial branches in the process of organization and carrying out activity related to licensing of the use of subsoil must be guided by the following instructions: 1). Licenses for geological study of subsoil are conceded at the stage of prospecting, carried out on the basis of autonomous projects, i.e. excluded from geological survey. Prospecting and valuation of mineral deposits at the expense of state funds must be carried out within the framework of federal and territorial programs, the main data on which are reported by mass media. The main task of tenders held on similar occasions consists in making known enterprises that can guarantee the most efficient utilization of state funds. 2). Territorial branches of Committee on Geology and Use of Subsoil on the basis of available data regarding finances keep record of the plots of subsoil that represent interest as objects of licensing and elaborate the program of licensing that must contain the list of the objects of licensing. Federal Geological Fund is authorized to keep record of licenses issued to foreign users of subsoil, joint ventures and licenses for all types of activity on the continental shelf. Federal and territorial geological funds in the process of registration must control the correctness of filling up licensing documentation and its conformity with the legislation currently in force. In case of exposure of the infringements registration must not be carried out and the licensing authority must be informed.
