These Rules shall apply without any prejudice to more specific Community provisions. However, they shall not apply to metrological control. As a general rule, inspections shall be carried out on a regular basis, where non-compliance is suspected, and without prior warning. All stages of production, manufacture, import into the Community, processing, storage, transport, distribution and trade shall be covered.
