The Corporation shall, in consultation with the Chief Conservator of Forests, create tea and fuel wood growing zones in "gazetted" forests and trust lands forests in those areas where the Kenya Tea Development Agency does not operate. The zones created by the Corporation shall serve as buffer zones to protect and conserve the forests, rehabilitate the ecologically fragile areas by planting tea, indigenous trees, fuel wood plantations and other suitable tea crops. The Corporation shall manage and foster the development of tea growing and forest conservation in zones created and shall for this purpose establish and maintain tea plantations, nurseries, tea processing factories and create infrastructure.
