The Food and Drug Administration shall have the power to prescribe categories and types of food, of which the importers must obtain a certificate stating of levels of radionuclide in food. The certificate shall be issued by the competent authority of the country of the origin, or the private institution recognized by the competent authority of the country of the origin.
