This Norm, consisting of 11 articles and 1 Annex, establishes procedures and criteria for calculating the compensation for environmental impact in cases of projects with significant negative environmental impact, licensed by the State Agency of Environment. Where the licensing of a project initiated at the Federal level and subsequently passed on to the State level, the State Competent Authority will apply its methodology of environmental impact calculation. The environmental impact will be calculated based on the methodology of grading Environmental Impact, presented in Appendix One, as integral part of this Norm.
