The Council shall carry out the functions as provided for by its act of constitution as set out in the Schedule. The Council shall, for purposes of development in the Ngorongoro Conservation Area, have the power to develop and plan for implementation of any project and to submit such proposal to the Ngorongoro Conservation Area Authority.
