The Regulations applies to aboveground and underground storage tank systems, portable containers, bulk plants, marinas, transfer facilities and dispensing units. Part II regulates the licensing procedure, Part III concerns environmental assessment and related approval and Part IV provides for general enforcement measures. Part V sets general standards for every storage and handling system and the following parts are dedicated each to standards for a specific system (outside aboveground storage facilities, underground facilities, storage tank systems inside buildings, piping and pumping systems, retail outlets and marinas, bulk plants). The Regulation also provides for the withdrawal of storage tanks from service (Part XIV), spill prevention (Part XV) and container storage of petroleum products (Part XVI).
