A charge is attached to use of boats pursuant to regulation 2 and the First Schedule. Boats shall be moored or beached only at the sites specified in the Third Schedule, and proper mooring buoys and equipment shall be supplied and maintained by boat owners. A person shall not use a boat at night unless he has obtained the written permission of the Director so to do and is in possession of adequate lights, navigation lights, and a compass.
