The Minister shall be responsible for the designation of any Government land as a national park or protected area. This Act sets forth provisions on the establishment, structure and duties of the National Parks Authority and the National Parks Authority Council. The Director of National Parks shall be responsible for preparing a management plan with respect to any area within the national parks system and submitting it to the Minister. The National Parks Development Fund shall be established by the Minister to promote the purposes of this Act and shall be managed by the Minister in consultation with the Council. Moreover, the Minister may make regulations for carrying out the purposes of this Act in the fields of the preservation of flora and fauna; prohibition of hunting and fishing; preservation of water supplies and water catchment areas; prevention of soil erosion; prevention and control of fires; land surveys; entry and control of movements of persons and animals; and management of the national parks system. Finally, this Act lays down offences and penalties in case of breach of the provisions of this Act with a special emphasis on the protection of environment and historical, cultural and archaeological places.
