The Plan sets a managed forests reference level (FRL) for Norway for the period 2021-2025 at an average of 26,1 mill. ton net removals of CO2 per year, including harvested wood products. The plan describes the definitions, methodologies and data used to calculate the forest reference level, which is aimed at fulfilling the Paris Agreement's principles of transparency, accuracy, completeness, comparability and consistency.
