Abstract

These Regulations are made by the Minister of Environment pursuant to the provisions of section 34 of the National Environmental Standards and Regulations Enforcement Agency (Establishment) Act, 2007. The Regulations are to apply to all users of the Coastal and Marine Areas in Nigeria. The purpose of the Regulations include to provide regulatory framework capable of preserving the natural ecological conditions of the estuarine system, the barrier islands system and the beaches so as to safeguard and perpetuate their natural productivity and their biological, economic and aesthetic values; ensure the protection of the coastal and marine environment for sustainable development, among others. The Regulations provide stiff fines for the contravention of its provisions, and prison terms not exceeding 6 months.
