Abstract

The purpose of these Regulations, made under the National Environmental Standards and Regulations Enforcement Agency Act, is to prevent and minimise pollution in the environment from all operations and ancillary activities from the chemical and pharmaceutical sector. According to the Regulations, which apply the polluter-pays principle, a facility or a corporate of the sector shall submit to the competent Agency an emergency response plan, environmental impact assessment, audit report and environmental management plans and shall implement best practices and pollution prevention measures. Matters covered by the Regulations include: minimisation of wastes; pollution control organisational system; use and management of chemicals, and list of the banned and restricted products; effluent limitation standard and guidelines; treatment of effluent; sludge disposal; emission standards and air pollutants; treatment technologies for air emissions; listing of activities resulting in atmospheric emissions; noise standards and abatement of noise pollution; monitoring; collection and analysis of sampling; procedures for licensing and permits; industrial effluent and air emission monitoring; enforcement; offences and penalties; incentives; interpretation of relevant terms, including: emission, emission limit; hazardous waste; influent water; water bodies; water efficient device; wastewater system.
