Abstract This Ministerial Order approves the Regulation on the Environmental Impact Assessment Process (EIA). This Directive on Independent Expert Reviewers of Environmental Impact Assessments for Category A+ Activities establishes the procedures relating to the registration and intervention of Independent Expert Reviewers (REI) in the Environmental Impact Assessment (EIA) process of Category A+ activities, regulated in Decree No. 54/2015 of 31 December. This Directive applies to: a) natural or legal persons, national or foreign, public and private, who intervene in the EIA process of category A+ activities; b) activities assessed as being category A+, under the terms of the EIA Regulation and that have significant impacts at national and/or cross-border level. The REI are experts in matters subject to EIA review, and in the exercise of their functions they are endowed with technical-scientific autonomy. It is mandatory to submit all documents from the EIA process of activities assessed as being category A+, for review by REI.
