Basin councils shall have as their purpose the elaboration of recommendations for the rational use and protection of waterbodies. Basin councils shall elaborate recommendations on the following issues: (a) water quality data; (b) arrangements for the protection of waterbodies; (c) limits of water abstraction; (d) safe management of waterworks; (e) reduction of the negative impact of flooding.
