This Ministerial Decree enters into force ten calendar days after the date of its official publication.
Abstract

This Ministerial Decree establishes phytosanitary requirements for imported plant species subject to quarantine inspection, such as cereals, legumes, oleaginous plants, forages, technical crops and products of their processing, planting or seed material, fruits, vegetables, fruits, potatoes for food and/or technical purposes, cuttings of fresh flowers, potted plants, mites, nematodes, live insects for scientific research purposes, wood, packaging and fasteners, including packaging materials, decontamination and transportation of the aforesaid species in order to ensure plant quarantine. Cereals, legumes and oleaginous plants imported to the territory of the Republic of Kazakhstan for alimentary, fodder and technical purposes shall not be used for seeds. Transportation of cereals, legumes, oleaginous plants, fodder, technical crops and products of their processing on the territory of the Republic of Kazakhstan shall be carried out in the holds of ships, containers and wagons with the provision of measures to eliminate spills. Cereals, legumes, oleaginous plants, fodder, technical crops from the enterprises performing their storage, to the processing enterprises shall be transported by motor transport in all-metal capacities, including containers. When importing cereals, legumes, oleaginous plants, fodder and technical crops into the territory of the Republic of Kazakhstan in the packed form, the packages must be gas-permeable. Vehicles, tanks, warehouses and equipment used for storage, transportation, processing of cereals, legumes, oleaginous plants, fodder, technical crops and products of their processing shall be subject to cleaning (disinfection) with waste disposal and, if necessary, fumigation. Cereals, legumes, oleaginous plants, forages, industrial crops shall be stored and processed in warehouses that are subject to disinfection at least once a year.
