Ministry of Natural Resources and its territorial branches are authorized institutions in the sphere of licensing of hazardous waste management. Licensing requirements and terms and conditions for hazardous waste management include: a) observance by licence holder of international agreements, the Russian legislation, state standards, instructions, norms and requirements regulating safe management of hazardous substances; b) professional training of the personnel confirmed by certificate attesting the right to work in the sphere of management of hazardous waste; c) availability at the disposal of licensee of devices for control and measurement confirming the observance of allowable environmental impact in the process of carrying out the licensed activity.
