The aforesaid activities shall be carried out by legal persons and individual entrepreneurs. Licensing shall be carried out by the Federal Nature Management Supervision Service. Licensing requirements shall include: (a) availability of facilities and equipment; (b) availability of qualified staff on contractual basis; and (c) availability of environmental monitoring and control system and processing site.
