This Decree enters into force upon signature.
Abstract

This Decree states that water users may be enterprises, state agencies, organizations, other legal persons, inhabitants and noncitizens. Irrigation systems, water supply systems for pastures and other water facilities shall be used according to water use plans. The water use planning should include information about quantity of irrigated land, structure of cultivated areas, irrigation methods, time of crop irrigation, acreage of irrigation channels, water resources and the efficiency of the system. This Decree specifies the following criteria for water use planning (i) the demands of water users, (ii) hydro-meteorological conditions, (iii) agro-technical processes, and (iv) the purpose of water use (energy, industry, transportation, utilities, household and other purposes). This Decree underlines that the planning of general water systems shall ensure the cooperation between the departments of regional irrigation management systems and local agricultural organizations, on the basis of irrigation regime and crop estimation. The plans of general water systems shall be adjusted in accordance with the changes in quantity of cultivated areas, crop varieties, quantity of water, as well as changes in time and percentage of irrigation as a result of heavy rains.
