This Ministerial Decree enters into force ten calendar days after the date of its official publication.
Abstract

This Ministerial Decree provides classification of different types of waste. Waste from production of pharmaceutical products and products of veterinary medicine are listed as hazardous waste of the second category for which according to the Ecological Code a waste certificate must be obtained. The classifier is designed for use in the waste management system including accounting, control, waste management rationing, licensing of relevant activities, issuance of permits for transboundary waste transportation and disposal, design of environmental protection facilities and implementation of environmental protection measures, assessment of social and economic, resource and material risk and damage in case of accidents and catastrophes. The classifier is designed to determine the level of danger (hazard) and coding of waste. In case of absence of this type of waste in the classifier, the level of hazards and the coding are substantiated on a case-by-case basis and are coordinated with the authorized body in the field of environmental protection. Waste coding takes into account the area of formation, the way of storage (burial, disposal), and method of recycling or regeneration process, potentially hazardous components, level of hazard and industry sector of the economy generating waste. The waste shall be assigned to a certain encoding by the nature manager independently or with the involvement of physical and (or) legal entities licensed to perform works and provide services in the field of environmental protection.
