Article 2 regulates the monitoring system. The Regional Phytosanitary Services as well as the Autonomous Provinces shall perform official checks and notify the final results to the Central Phytosanitary Service, which shall subsequently inform the European Commission and the Member States. Article 4 lays down measures to be applied when the presence of Ralstonia is suspected. In case of infection, the competent regional phytosanitary service shall immediately inform the central Phytosanitary Service. Holding and manipulation of Ralstonia is forbidden.
