Abstract

These Regulations, made under section 33 (y) of the Petroleum Industry Act, No. 6, of 2021, apply to flaring and venting of flare gas in midstream petroleum operations, and provide for: the reduction of the environmental and social impacts caused by excessive flaring and venting of flare gas; the protection of the environment; prevention of waste of natural resources; setting criteria for gas flaring in midstream petroleum operations for safety and emergency purposes. Matters covered by these Regulations concern: midstream flaring categories; permit to access to flare gas and its revocation; prohibition against venting and excessive flaring of gas; reporting of flare gas data; definition of safety standards; penalties for venting or flaring; offences.
