Provisions of this Act concern, among other things, liability for pollution by bunker oil, compulsory insurance against liability for pollution from bunker oil, legal proceedings (against foreign ships) and certification by the government owning a vessel that any liability for pollution damage as defined in Article I of the Liability Convention will be met up to the limit prescribed by Article V of that Convention.
