These Measures enter into force on 1 March 2014.
Abstract

The Measures were formulated for the purpose of implementing Montreal Protocol on Substances that Deplete the Ozone Layer and its amendments and strengthening import and export management of ozone depleting substances (ODS) in accordance with Regulation on the Administration of Ozone Depleting Substances. Entities importing or exporting ozone depleting substances listed in the Directory of Ozone Depleting Substances Whose Import and Export Are under National Control shall obtain an import or export quota permit. Procedures and requirements for obtaining a quota permit are set out in the text. In addition, the Measures provide for duties of the environmental protection departments to supervise and inspect the import/export of ozone depleting substances; legal responsibilities; etc.
