Abstract These Measures are formulated in accordance with the Agriculture Law, the Environmental Protection Law and the Circular Economy Promotion Law of the People's Republic of China, aiming to promote the processing and utilization of agricultural wastes, conserve resources, protect and improve the ecological environment. The Text consists of 26 Articles. The term agricultural wastes mentioned in these Measures refer to wastes generated in farming and livestock production, including livestock breeding wastes, crop stalks, mushroom cultivation wastes, used agricultural plastic etc. The people’s governments at or above county level shall strengthen their leadership on agricultural waste disposal and utilization work, and take effective measures to increase investment and support agricultural waste disposal and utilization. It is forbidden to use toxic and hazardous agricultural wastes directly as fertilizer. In addition, the Measures provide for offenses and penalties.
