Abstract These Measures are formulated in order to strengthen the monitoring of pollution sources, to implement the system of total pollutant emission control, the system of pollutant discharge licence and the system of fee charging for pollutant discharge, and to prevent pollution accidents. The "automatic monitoring system" shall consist of automatic monitoring equipments and a monitoring centre as referred to in article 3. Any pollutant-discharging entity that is listed in the plan for automatic monitoring of pollution sources shall build and install automatic monitoring equipments (Chapter II). Provisions for the operation, maintenance and management of Automatic Monitoring Systems are set out in Chapter III. Chapter IV contains penal provisions.
