Weighbridges shall be certified by the by an employee authorizing its operation. Every owner wishing to operate a weighbridge shall, after the weighbridge is ready for inspection and at least one month before the start of the crop season in the factory area in respect of which it is proposed to operate the weighbridge, make a written application to the Control and Arbitration Committee for a certificate authorizing the operation of the weighbridge. The Control and Arbitration Committee may issue a certificate authorizing the operation of a weighbridge on such terms conditions as it may determine.
