In particular, the Regulations lay down provisions relating to recycling facilities. Section 2 establishes that no person shall: a) carry on the business of the collection or sale of recyclable material or designated material; b) operate a recycling facility; or c) hold himself or herself out as the operator of a recycling facility, except under the authority of a permit. The text deals, inter alia, with the following aspects: operation of recycling facility, application for permit, material to be submitted, additional information, additional measures, requirements for issuance of permit, refusal of permit, application fee, expiry of permit, report to the Minister, weight of recyclable material, recyclable material.
