Part 2 disciplines powers, and establishes: the list of powers recognised to the enforcement officer, the geographical application (this Act applies to any ship that is in international waters or foreign waters); restriction on the exercise of powers in relation to foreign ship and other restrictions; and the grounds for exercising powers.
