It makes certain administration arrangements in relation with marine plans and protected areas, provides with respect to advice on the management of seal populations and gives marine enforcement officers powers to enforce the marine licensing regime in Part 4 of the Act and of the marine protection and nature conservation legislation specified in section 132 of the Act.
