Every ship under way in the territorial waters of Bermuda shall have the absolute right of way over any boat. Both "ship" and "boat" are defined in regulation 1. The pilot or other person in charge of any boat shall keep such boat at a safe and sufficient distance from any ship under way in the territorial waters of Bermuda and keep a prescribed speed.
