These provisions apply to all marine waters and take account of the transboundary effects on the quality of the marine environment of third States in the same marine region or subregion (as defined in regulation 5). Regulation 4 concerns the development of a marine strategy. Schedule I defines qualitative descriptors for determining good environmental status.
