It defines powers and functions of municipal authorities and concerns, among other things, development of culture of community participation and integrated development planning. Each municipal council must, within a prescribed period after the start of its elected term, adopt a single, inclusive and strategic plan for the development of the municipality. The Act also defines regulation-making powers of the Minister.
