It gives the Council powers to designate public markets and prevents individuals and groups from establishing private markets without adequate authorization. The law provides for traders to have insurance on their merchandise and to pay market rates for the use of the markets. There are prohibitions on the obstruction of pathways, the grazing of livestock, against unhygienic practices, sale of unwholesome food, etc, in or around the markets. Full text English
