It also amends the Building Control Act (with respect to permits for development works), the Environment and Land Use Appeal Tribunal Act, and the Town and Country Planning Act in provisions concerning the Building and Land Use Permit under section 117 of the Local Government Act and the modified definition of "development". "Development works" includes, among other things, the division of land and any construction on any drain, river, canal or any other watercourse.
