Abstract

These Regulations lay down limit values (Annex II) for discharge of substances (defined) in the aquatic environment and time limits for the compliance with such values. They also define procedures for the monitoring of discharges (reg. 3 and Annexes). The Regulations apply to waters referred to in the Pollution Caused by Certain Dangerous Substances Discharged into the Aquatic Environment Regulations, with the exception of groundwater. The Competent Authority, being the Department of Environment Protection (reg. 2) shall apply the limit values at the point were waste waters containing substances (defined) leave an industrial plant, or, the treatment plant. Licences or permits for discharge shall contain conditions that are at least as restrictive as those set out in the present Regulations. The Competent Authority shall be responsible for monitoring of the aquatic environment in accordance with regulation 4. It shall also, with respect to substances to which specific reference is made in Annex II, draw up specific programmes to avoid or eliminate pollution (reg. 5).
