Abstract

This Law regulates the requirements for environmental and human health protection by preventing or reducing the negative effects deriving from processes such as creation and handling of textiles, tires, oils and vehicles, which should be met in related production cycles, including rules on collection, re-use, treatment, processing and disposal of waste generated from those procedures. These rules shall be respected by involved economic operators and other entities that participate in the production procedures and handling of textiles, tires, oils and vehicles. Main goals of this Law are: 1) reduction of the negative impact from textiles, tires, oils and vehicles and waste textiles, tires, oils and vehicles, on the environment and on the health of people; 2) promotion of environmental protection standards by economic operators throughout the product life cycle, and in particular in the collection, treatment, reuse, processing and disposal of textile waste, tires, oils and vehicles. In addition to the basic objectives the following special goals should be achieved: prevention of waste generation from textiles, tires, oils and vehicles; reduction of the quantity of waste from textiles, tires, oils and vehicles; reduction and restriction of the use of hazardous substances in textile, tires, oils and vehicles; high level of reuse, recycling and other types of processing of waste deriving from textiles, tires, oils and vehicles as well as reduction of disposal of the same; favorable conditions for the establishment and development of the market for reuse, recycling and other processing of textiles, tires, oils and vehicles; equal position and competitiveness on the market of all entities and avoidance and removal of trade barriers that may disrupt those activities; use of the best available techniques for treatment, processing and recycling; improvement of the measures for environmental protection, which should be met by all economic operators involved in the life cycle of textile, oils, tires and vehicles, and in particular by operators involved in the system of collection and treatment of deriving wastes. Chapter VIII prescribes the penalty provisions.
