Abstract The scope of this Law is to regulate production, import, export, sale, consumption of alcoholic beverages, prevention of alcohol abuse, and combating alcoholism. It shall not be applicable to non-profit alcohol production with traditional raw materials for personal use; passage of liquors through customs for passenger’s personal use; and samples of liquors for international exhibitions. The number of special licenses for the production of alcoholic beverages shall be determined by the Government, taking into account the population density, location, and factory capacity. Special license for the production of alcoholic beverages other than those produced by traditional technology shall be distributed by the Government through auction sale. The special license for alcoholic beverages produced by traditional technology shall be granted, extended, suspended, restored, revoked by the governor of the province, capital, or the governor of the free zone based on the opinions and conclusions of the competent authority of the territory. The production of alcoholic beverages shall be carried out on the basis of a special license issued in accordance with the procedures specified in this law. The special license for the production of alcoholic beverages shall include information on the types of alcoholic beverages, production methods, raw materials to be used, location of the factory, and production capacity. Special license shall be non-transferable. The holder of a special license for the production of alcoholic beverages must meet the requirements for the supply of alcoholic beverages for sale and service that meet the requirements of standards, technical regulation, quality, and safety, and have obtained a certificate of conformity. The production of alcoholic beverages shall be carried out in accordance with technological procedures, sanitary and hygienic conditions, and approved standards with dedicated equipment with metered input and output of the line. Alcoholic beverages produced in Mongolia shall be labeled with the following information: (a) type and series number of alcoholic beverages; (b) name and address of the producer of alcoholic beverages; (c) package size; (d) number and designation of ingredients and food additives; (e) production date, month, day, storage conditions; (f) hardness of alcohol; (g) standards and technical regulations; and (h) information on the introduction of trademarks, good practices, and quality management systems may be placed on the label of alcoholic beverages. The requirements and warning model for the label of alcoholic beverages shall be jointly approved by the members of the Government in charge of food and health issues.
