Abstract This Law determines the main directions of the priority development of the social sphere in rural area and the material and technical basis of the agro-industrial complex within the structure of the national economy. The present Law determines the main provisions of the development of the social sphere of rural areas and material and technical basis of the agro-industrial complex within the structure of the national economy. The state shall ensure priority development of rural area by means of economic, legal and social policy (art. 1). Economic activity in agriculture shall be carried out on the basis of multiformity and equality of public, collective and cooperative, private and share-holding forms of property, the development of all forms of including collective farms, state agricultural enterprises, peasant farms, cooperatives and associations, carrying out land reform, ensuring free leaving of kolkhozes and sovkhozes by workers granting them the right to allotment of agricultural land for the purpose of setting up peasant farm (art. 2). The priority development of rural area shall be ensured by investments at the national, regional and local levels, financial and crediting policy and by the system of state subsidies and incentives (art. 3). The Law consists of 6 Sections composed of 27 Articles. Section 1 lays down the general provisions. Section 2 specifies the social policy in rural area. Section 3 regards investment policy. Section 4 regards price formation policy and the principles of turnover of the agricultural commodities. Section 5 deals with taxes and the relationship between agriculture and the state budget. Section 6 concerns education, culture and public health.
