Abstract This Law makes provision for fisheries in all waters under the sovereignty and jurisdiction of Iran by domestic and foreign vessels, for fish farming, and for the processing of and trade in fish products. A central role in fisheries management and conservation is assigned to Shilat, the Iranian Fisheries Company. Its tasks are specified in article 3 and include fisheries management, stock enhancement, monitoring of fisheries, carrying into effect of regulations, management of fish ports, promotion of the fishing industry in general and fish farming in particular. Catch of Iranian waters is always considered as domestic product and as such subject to export control (art. 4). Registration of vessels by the Ports and Shipping Organization requires approval of Shilat (art. 5). Issue of fishing licenses is subject to the executive Code of Conduct of the present Act" (art. 6). In order to protect coastal fishermen, industrial fishing vessels are prohibited to fish in the coastal waters (art. 10). Shilat may also oblige industrial fishing vessels to insure against damage inflicted on coastal fisherman. Article 13 deals with foreign fishing. A resource management plan shall be developed for Iranian waters (art. 14). Articles 17 and 18 make provision in respect of aquaculture. Article 22 prescribes offences and penalties.
