Abstract Article 7 establishes that subjects of the state land fund law are National Land Service, municipalities, manager of centrally managed state property, State Land Fund and other entities established by law. Plots of state land are transferred to municipalities by the right of trust: (a) in accordance with the procedure established by the Government by a decision of the Head of the National Land Service, agreed upon with the Ministry of Agriculture of the Republic of Lithuania, for the following purposes: (a) public recreation and leisure; (b) recreational facilities for public use; (c) streets and local roads; (d) the construction and/or operation of utility networks; (e) for the construction and/or operation of dwellings; (f) economic and commercial activities; and (2) by a resolution of the Government for other purposes not provided for in paragraph 2 (l) of this Article and envisaged by the law.
