Abstract

Article 4 (6) shall be amended to add the following wording: “State forest land is managed by the State Forest Enterprise (SFE), State Reserves Directorate, National Parks Directorate, municipalities and other legal entities by the right of trust. State forest land plots are allotted with the right of trust to these entities by the Government resolutions for the performance of state functions in accordance with the procedure established by the Law of the Republic of Lithuania.” Article 7 shall be amended to add the following wording: “In the Republic of Lithuania, the State Forest Enterprise (SFE) operates in accordance with the Law on State and Municipal Enterprises of the Republic of Lithuania, implements integrated forestry activities in state forests, sells raw wood, performs forest felling and wholesale and retail trade uncut timber established by the Government. Wholesale trade in raw wood and logging residues in state forests is carried out through the electronic wood sales system by organizing auctions for long-term (from three to ten years), half-year (six-month) and short-term (up to three-month) contracts. In the retail sector, shall be sold up to 7 percent of the annual forest felling rate and the volume of intermediate forest uses. Unfinished timber and raw timber are sold in retail trade, with priority given to the sale of timber to the public.” Article 18 shall be amended to add the following wording: “Article 18. Forest protection against fires and natural disasters. In forests, regardless of their ownership form, a common state forest fire protection system must be created and maintained, including monitoring, preventive and fire safety measures. This system is being prepared and implemented by the State Forest Enterprise (SFE) together with municipalities and other competent authorities. Forest managers, owners, users and visitors must comply with forest fire protection requirements approved by the legislation. The total forest fire protection system is financed by the General Forestry Financing Program and State Forest Enterprise (SFE). Forest managers and owners implement preventive fire safety measures at their own expense (install firebreaks and fireproof zones, clear the forest, etc.). The Minister of the Environment establishes special measures for protection against natural disasters in forests that are binding for all forest managers, owners and users when the volume of stands, which has dried up, fallen, cracked, burnt or otherwise damaged in the territory of the municipality, is more than 25 thousand cubic meters.”
