This Law enters into force on 1 January 2019.
Abstract

Article 6 shall be amended to add the following wording: “Business entities that intend to perform waste treatment, processing ships and companies, which have a permit to keep hazardous waste in place for more than six months and non-hazardous waste for more than one year, must obtain permits. The Ministry of the Environment, in consideration of the economic activities performed by the business entity, determines the type of waste treatment activity and the type and amount of non-hazardous waste generated in the course of the economic activity of the enterprise that this plant has the right to process without authorization.” Article 11 shall be amended to add the following wording: “Business entity performing waste management and waste disposal must discontinue the aforesaid operations in such a way that it does not have adverse effects on human health and the environment during and after its discontinuation.” Article 12 establishes that hazardous waste management license must specify the types of hazardous waste authorized for handling.” Article 34 (23) shall be amended to add the following wording: “Licensing of the industrial and packaging waste management, requirements for the issuance of licenses, refusal to issue such licenses, their modification, warning about the possible suspension of such licenses, suspension of licenses, cancellation of suspensions, revocation of validity, the compliance with the conditions of licensed activities, the procedure for implementation, shall be approved by the Government. The license for industrial and packaging waste management shall be issued, changed, refused, issued, amended, suspended and revoked by an institution authorized by the Minister of the Environment. Supervision of licensed activities shall be performed by an institution authorized by the Minister of the Environment. License for industrial and packaging waste management shall be open-ended.”
