Abstract

Article 7 shall be amended to add the following wording: “"One or more natural or legal persons, the public concerned have the right to: (a) receive information about the environment in accordance with the established procedure; (b) participate in the process of selection of proposed economic activity for environmental impact assessment and environmental impact assessment and submit proposals; (c) demand the termination of the harmful environmental impact of economic activity; (d) organize and participate in public environmental control; (e) require that the state public authorities organize the environmental education and training, as well as the free dissemination of ideas of environmental protection; (f) file a complaint (request), demanding the authorities to take appropriate action to prevent or reduce damage to the environment or restored to the original state of the environment, and to demand the punishment of persons guilty of endangering the environment, and the officials who will decide whether actions (inaction) violated the rights of citizens, the public concerned, other legal and natural persons or interests protected by law; (g) visit natural territories (protected areas), except for those whose attendance is prohibited or restricted; and (h) apply to the court in accordance with the procedure established by the laws of the Republic of Lithuania if the right to receive information about the environment was unlawfully refused, answered in part or in whole inappropriately, or the request has not been duly taken into account in accordance with the legislation governing the right of access to information on the environment.” Article 15 establishes the procedure for mandatory environmental impact assessment for activities that may cause negative environmental impact prior to the beginning of the aforesaid projected activities.
